Office of the National Marine Sanctuaries Master Plan Update​

Facility Programming and Consulting updated a National Facility Master Plan for the National Oceanic and Atmospheric Administration’s (NOAA) Office of the National Marine Sanctuaries (ONMS).  This was a comprehensive, strategic study incorporating requirements for all facilities, exhibits, vessels, and educational signs at all fourteen sanctuary sites. As part of the study, Facility Programming examined management and policy issues regarding ONMS’s public outreach, education, research, and partnerships in order to make strategic recommendations for individual regions and sites.

The organizational, operational, and capital needs of each location were summarized by region and a forecast was prepared for ONMS to utilize in future appropriation requests. Critical elements of the project included specific categories such as Education and Outreach, Exhibits and Signage, Research, Conservation, Administration and Operation, and Resource Protection and Enforcement.  Following a review of recommendations with project leadership, Facility Programming converted the recommendations into a model of suggested improvements for each location.

Additionally, Facility Programming prepared graphic handouts that succinctly summarized the extremely complex funding needs into a brochure that was provided to members of Congress.
